Job Summary:
Responsible for the condition, maintenance, and inspections of all library facilities including grounds, equipment, furnishings, and vehicles. Supervises Building Services staff members (maintenance technician and custodians) including hiring, training, scheduling, and evaluating performance. Performs routine building and grounds inspections and is responsible for preventative maintenance for buildings, grounds, and equipment. Performs building maintenance, including routine repairs to building structures, electrical, plumbing, HVAC, and other facilities operating systems. Works with vendors and contractors and oversees construction and renovation projects, including inspection of work performed. Works closely with the Fiscal Officer to create and manage facilities budget with allocated funds. Formulates short and long-range facilities plans and works with the Library Director to implement these plans. Promptly communicates with a wide variety of individuals in a professional and courteous manner both in-person and on the phone. Requires availability for extended or nontraditional hours as needed to perform job duties.
Education:
High school diploma or equivalent required, with technical school education preferred. Five or more years’ experience in commercial building construction/maintenance, preferably in the public sector. Minimum of two years of supervisory experience. HVAC certification desirable. At the sole discretion of the Library Director, any combination of education and experience that would provide the required knowledge and abilities is qualifying.

Essential Functions:
- Determine need for repairs, improvements and replacements on buildings, grounds and equipment and develop preventative maintenance programs.
- Provide cost estimates, make recommendations and prioritize repairs, improvements and replacements on buildings, grounds and equipment.
- Supervise, schedule and assign work for all phases of daily building maintenance.
- Perform a variety of custodial and groundskeeping duties, as needed.
- Interpret and implement the Library’s policies and procedures in a patron-responsive manner with a commitment to excellent customer service.
- Establish and maintain effective working relationships with Library staff members, contractors, vendors, other agencies, and the public.
- Ensures compliance with health and safety regulations and codes by implementing and maintaining safety protocols and conducting regular inspections to identify and mitigate potential hazards.
- Works in conjunction with Fiscal Officer to determine annual building and maintenance budgets. Obtains quotes and creates purchase requisitions as required by Library policy.
- Monitors facility security and safety systems and responds to emergencies.
- Perform other duties as required.
Minimum Qualifications:
- Knowledge of management principles and the ability to effectively supervise and direct subordinates.
- In depth knowledge of HVAC systems, various types of electrical systems, and commercial plumbing systems.
- General knowledge of federal, state, and local building and safety codes and how they relate to public libraries.
- Ability to work with minimum supervision and independent judgment sufficient to organize work efficiently, set effective priorities, make sound choices, and work independently.
- Completion of blood borne pathogen and hazardous spill training programs.
- Ability to operate cleaning and maintenance equipment.
- Proficiency using computerized systems related to building maintenance and control and telecommunications.
- Demonstrate effective verbal and written communication skills and possess the ability to follow oral and written instructions.
- Moderate physical effort required, involving long period of standing, walking, bending, stooping, reaching, climbing ladders and the ability to lift and move up to 50 lbs individually and team lift over 50 lbs.
- Ability to operate office equipment including Windows-based computer systems.
- Ability to concentrate on a task despite frequent distractions.
- Demonstrate dependability and punctuality.
- Demonstrate a high level of attention to detail.
- Ability to work collaboratively and maintain effective working relationships with library administration and library staff.
- Must have integrity and the ability to maintain the confidentiality of library information.

- Must possess a valid State of Ohio driver’s license and remain insurable as defined by the Library’s insurance carrier.
Specific Requirements:
- Ability to monitor and maintain heating, ventilation, air conditioning and temperature controls.
- Ability to evaluate employee work performance and provide adequate coverage during absences; interview and recommend job applicants for hire; recommend discipline, transfers and promotions.
- Assure that staff have adequate tools, supplies and equipment to perform required tasks.
- Provide ongoing training and safety information to support staff.
- Inspect buildings, grounds and equipment on a regular basis to determine proper operation of equipment, current conditions, and safety of building and grounds.
- Plan, coordinate, and implement a comprehensive plan for regular custodial care and maintenance of all library facilities, grounds, equipment, and vehicles.
- Maintain inventory control of custodial and maintenance supplies
- Prepare required reports and submits them in a timely and thorough manner.
- Work closely with other library personnel to insure resolution to custodial and maintenance problems.
- Work with architects and engineers on construction projects to assist in design and development of projects.
- Assist with meeting budget guidelines on capital projects.
- Inspect work in progress and at completion to assure compliance with specifications, instructions, and safety.
- Evaluate bids for outside contractors / vendors while maintaining established cost measures and controls.
- Ability to communicate clearly and concisely, orally and in writing
- Ability to make independent decisions when circumstances warrant and the judgment to appropriately determine those circumstances.
- Advanced math skills and ability to comprehend alphabetical and numerical sequencing.
- Exhibit adherence to all personnel policies and procedures as established by the Board and Library Administration and provided for in the Union contract.
- Ability to deal tactfully with personnel, visitors, vendors, government agencies/personnel, and the general public.
- Exhibit willingness to seek out new methods and procedures and incorporate them into existing practices.
- Must maintain certifications and attend training as required by local, state or federal law.
- Is subject to work beyond normal working hours, evenings, weekends and holidays when necessary and be accessible via phone in case of emergency.
Working Conditions:

- Due to direct access to Library credit card accounts, control over Library systems and possession of building master key, is subject to criminal background check.
